Africa4All project has a clear manageable work plan detailed in work packages (WP), which will run in parallel over the proposed duration of the project and are structured as follows:

• Work package 1: Project Management. The objective is to ensure that the project meets its internal goals, and coordinates external liaison activities with the EU as well as key regional stakeholders and dissemination and exploitation partners
• Work package 2: Base line Definition and Customization. The objective is to develop the architectural design for Africa4All, design the interface and develop an alpha and beta version
• Work package 3: Platform marketing. The objective is to develop extensive marketing and communication activities to ensure a high level of platform participation from MPs and citizens
• Work package 4: Trial preparation. The main objective is to prepare the implementation of Africa4All application in the participating countries
• Work package 5: Pilot Applications. This Work package addresses the use of Africa4All platform by the participating parliaments. They will use the available versions of the platform in pilots involving real citizens and MPs. The pilots will allow enough time to analyse results and generate the final reports, although the parliaments will be free to continue using the platform beyond the end of the project
• Work package 6 – Analysis of results and Assessment of the benefits of project’s outcome. The objective is to evaluate Africa4All deliverables from both a technological and sociological perspective by assessing and documenting benefits, drawbacks and critical success factors
• Work package 7 – Replication. The objective of this work package is to undertake widespread promotion and dissemination of the methodology and findings of the project among all the potential users and institutions at all levels (local, regional, national and supranational) with regards to the scalability of the platform to other regions or other legislative systems
